Raw Intellectual Power: Monitoring and, if necessary, restricting sources of potential leaps in AI capabilities, such as algorithmic advances, increases in computing power, or novel data sets.

Scope of Actions: Evaluating the ability of AI systems to influence individuals, affect the world, and cause harm, both directly and indirectly, as well as society’s ability to prevent or limit such harm.

To address these critical factors, Bengio proposes a comprehensive set of government actions to protect society and humanity from the potential catastrophic risks of advanced AI.
Agile Regulatory Frameworks and Legislation
Bengio calls for the accelerated implementation of national and multilateral regulatory frameworks and legislation that prioritize public safety from all current and anticipated risks and harms associated with AI. These regulations should include clear and mandatory standards for the comprehensive evaluation of potential harm through independent audits, as well as the ability to restrict or prohibit the development and deployment of AI systems with certain dangerous capabilities.
Increased Global Research Efforts on AI Safety and Governance
Bengio emphasizes the critical need for a significant increase in global research endeavors focused on AI safety and governance. This open-access research should concentrate on safeguarding human rights and democracy, enabling the informed creation of essential regulations, safety protocols, and robust governance structures for powerful AI systems of the future.
Investments in AI Countermeasures and Defensive Measures
Bengio recommends investing in research and development of shared, as well as classified, defense measures to protect citizens and society from potential rogue AIs or AI-equipped bad actors with harmful goals. This work should be conducted within highly secure laboratories under multilateral and public oversight, aiming to minimize the risks associated with an AI arms race or the abuse of power by any entity, including governments.
International Cooperation and Governance
Given the global nature of the AI landscape, Bengio stresses the importance of negotiating international agreements and supporting a UN agency akin to the International Atomic Energy Agency to standardize access permissions, cybersecurity countermeasures, safety restrictions, and fairness requirements of AI worldwide.
Urgency and the Need for Proactive Action
Bengio emphasizes that the unprecedented pace of AI development, deployment, and adoption requires immediate, proactive, and deliberate measures from governments. He cautions that we cannot afford to wait until a crisis or a “Black swan” event occurs to react, as the risks posed by advanced AI systems could far outweigh the innovation opportunities they may enable.
